Job Description

The Finance and Admin Manager will oversee the financial management, budgeting, compliance, and administrative functions of the Inclusive Africa Program. This role ensures that the program operates within budget, meets donor compliance requirements, and maintains financial transparency. The Finance and Admin Manager will also be responsible for human resource functions, procurement, operational efficiencies, and sub-granting processes within the program.

Program Brief:

The Inclusive Africa Program (IAP) is a transformative initiative designed to break barriers preventing youth with disabilities from accessing Africa’s digital economy. The program operates under four pillars: standards development, skills development, knowledge generation, and institutional environment enhancement. This three-year program (2025-2028) aims to implement Kenya’s Digital Accessibility Standards and harmonize them across Africa, fostering systemic change. IAP will also train youth with disabilities as Digital Accessibility Champions and host the annual Inclusive Africa Conference.  in      ABLE will partner with other stakeholders, including government agencies, non-governmental organizations, and private sector organizations.

Position Summary:

The Finance and Admin Manager will oversee the financial management, budgeting, compliance, and administrative functions of the Inclusive Africa Program. This role ensures that the program operates within budget, meets donor compliance requirements, and maintains financial transparency. The Finance and Admin Manager will also be responsible for human resource functions, procurement, operational efficiencies, and sub-granting processes within the program.

Key Responsibilities:

  1. Financial Management & Budget Oversight
    • Oversee the financial planning and management of the program budget
    • Ensure compliance with donor requirements and financial regulations.
    • Develop and monitor budgets, financial forecasts, and expenditure reports.
    • Prepare financial statements, reports, and grant compliance documentation.
    • Establish and maintain strong internal controls and financial policies.
    • Ensure cost-effectiveness and optimal allocation of financial resources.
  2. Sub-Granting & Partner Financial Management
    • Develop and oversee sub-granting processes, ensuring compliance with donor and organizational guidelines.
    • Conduct due diligence assessments on sub-grantees and partners to assess financial and operational capacity.
    • Monitor financial performance and reporting of sub-grantees to ensure accountability and transparency.
    • Provide technical support and capacity building to sub-grantees on financial management and compliance.
    • Ensure timely disbursement and liquidation of sub-grants in accordance with program goals.
  3. Administration & Operations Management
    • Manage procurement, logistics, and operational functions to support program implementation.
    • Ensure that administrative systems, policies, and procedures align with organizational and donor requirements.
    • Support human resource functions, including recruitment, onboarding, and performance management.
    • Maintain records, contracts, and agreements with vendors and stakeholders.
  4. . Compliance & Risk Management
    • Ensure all financial transactions comply with relevant legal and donor regulations.
    • Conduct risk assessments and implement mitigation strategies.
    • Lead financial audits and ensure timely submission of financial reports.
    • Monitor financial risks and ensure program expenditures align with donor agreements.
  5. Donor & Stakeholder Financial Reporting
    • Work closely with the Program Director to prepare financial reports for donors, partners, and internal stakeholders.
    • Ensure proper documentation of financial transactions and donor fund allocations.
    • Provide financial data and insights for decision-making and strategic planning.
  6. Team Leadership & Capacity Building
    • Supervise finance and administrative staff to ensure efficient program operations.
    • Provide training to program staff and sub-grantees on financial compliance and budget management.
    • Strengthen financial literacy within the program team and implementing partners.

Qualifications & Experience:

Essential:

  • Bachelor’s degree in finance, Accounting, Business Administration, or related field (Master’s preferred).
  • Minimum of 7 years of experience in financial management, grants administration, and program finance.
  • Strong knowledge of donor-funded project management, particularly in international development.
  • Experience with budgeting, financial reporting, procurement, sub-granting, and compliance in nonprofit or development programs.
  • Knowledge of financial regulations, audits, and grant management processes.
  • Proficiency in accounting software and financial management systems.
  • Strong problem-solving and risk-management skills.
  • CPA, ACCA, or CFA certification.
  • Experience working with international donors such as USAID, Mastercard Foundation, or DFID.

Preferred:

  • Familiarity with financial policies related to disability inclusion and digital accessibility programs.
  • Experience in African development programs, particularly in financial inclusion for persons with disabilities.
