Job Description
The key objective of this assignment is for the contracted agency to provide independent and external HR recruitment service for a well-planned and timely recruitment and selection of candidates.
About inABLE
inABLE.org was established in 2009 to address the urgent need to connect blind and low-vision students to the rest of the world by breaking down barriers to communication, education, and employment. The priority was the creation of a computer-assistive-technology program for blind and low-vision youth in Kenya to provide digital skills training to disadvantaged and marginalized youth. To date, inABLE has established assistivetechnology computer labs in six special schools for the blind in Kenya. The computer-assistive-technology program has benefited over 14,500 visually impaired students (ages 6-25) and 150 teachers and provided more than 45,000 hours of assistive technology computer skills training.
Background
This term of reference (ToR) outlines the services required from a Recruitment Agency to manage the process of recruitment and selection for various positions as outlined below.
- Project Director
- Manager Finance & Operations
- Manager Disability Inclusion
- Manager MERLA
- Manager Youth Empowerment & Employment
The ideal Agency should have an already established vast network of potential candidates ideally from Kenya. The Agency will also have substantial experience recruiting for positions within International non-profit Organizations and Non-Governmental Organizations (I/NGO). They will be required to demonstrate the availability of capable consultants to implement the scope of work.
Objective of the Assignment
The key objective of this assignment is for the contracted agency to provide independent and external HR recruitment service for a well-planned and timely recruitment and selection of candidates.
Scope of Assignment
The appointed agency will work closely with the Recruitment Committee to facilitate advertisement sourcing, screening, assessment, interview facilitation, and recruitment of various positions, as detailed in this ToR. The consultants are expected to design this process and to assign time frames.
However, if any specific task requires a considerably greater investment on the agency’s part in terms of time and effort, appropriate arrangements shall be made on mutual agreement to determine the work methodology and fees.
- Publish/post vacancies in various job portals as agreed with inABLE
- Receive applications through the recruiting agency email address
- Screen all the applications received – longlist
- Provide preliminary shortlisting based on defined criteria of the Job Description of each role within2-3 days turn over time or in urgent basis (rolling) as per the requirement agreed upon with inABLE. Submit for approval the short list Report of candidates to inABLE
- Propose any assessment as deemed necessary for the shortlisted candidates
- Drafting of probing interview questions and scoring templates for the Appointment
- Committee and preparing a short report on the interviews of the final list of candidates;
- Assist inABLE in the interview and testing the short-listed candidates
- Finalise the Selection report on the basis of comments received and, if so requested, assist the Board in the final choice of Executive Director
- Conduct appropriate reference and background checks
- Support the inABLE in negotiating contract with the successful candidates.
- Ensure mechanism to accommodate application from people living with disability (PLWD)
- Provide necessary support to applicants if they are facing any issues while applying for the positions
Requirements of the Consultants:
The recruitment agency must meet the following specifications:
- At least 10 years of professional experience in the HR consulting field mainly in recruitment andselection, in/with I/NGOs
- The agency should have experience in head hunting for critical roles within developmentsector(I/NGOs)
- The agency should be professional and have track record of quick turn over time (2-3 days after the vacancy deadline)
- Specific experience of the Lead Consultant and Associate(s) relevant to the assignment. Please provide details of similar assignments undertaken.
- Technical capacity of three consultants in terms of their qualifications and competencies for theassignment. Please attach detailed CVs.
Designated personnel should possess.
- An advanced degree in Human Resources Management or its equivalent
- Extensive knowledge of local and international labour laws, acts, regulations and procedures
- Strong IT skills
- Flexible, creative, detail-oriented, and well organized
- Ability to maintain the highest standards of confidentiality and professionalism and sound judgment
- Should have strong communication, interpersonal skills and effective client relation experience
- Able to deliver under pressure and under tight deadlines
- Have good understanding of the market and able to navigate in right directions
- Proven experience in coordination, liaison and networking, negotiation other critical management domains
- Proficient in English language
- Excellent analytical, writing, and communication skills; and
- Clear understanding of the assignment/interpretation of the TORs
- Methodology to be used during the assignment
- Work plan clearly indicating the maximum time/duration required for the assignment
Financial Proposal
- Clear breakdown of the financial proposal including all the chargeable taxes
- Terms of payment
- Total quote for the assignment
Expected Outcomes
- Qualified candidates
- Initial screening of potential candidates
- Recruitment reports for the position
- Reference/background checks of candidates
- Placement of best candidates
General Terms and Conditions
- All reports and documents shared and prepared by the agency shall be treated as property ofinABLE
- During the entire period of recruitment, the agency shall assign specific individuals who will beavailable throughout the entire engagement
- The agency shall comply within the Employment Act of Kenya and work within the HR.
- Recruitment policy and stipulated in the HR manual of inABLE
- The reports / documents or any part, therefore, cannot be sold, used and reproduced in any manner without prior written approval of inABLE
- Additional terms and conditions shall be mentioned in the consultancy agreement
Submission of Proposal to Offer Services.
This will include:
- The organization detailed profile, including all relevant compliance documents
- A listing of organizations where similar service is being/has been offered
- Examples or links of similar work, client recommendation letters
- The names of at least 3 previous clients to contact for references
- CVs of key personnel in the firm
- CVs of key consultants for this task
Proposal Submission Deadline

Terms and Conditions of the Proposal
inABLE reserves the right to request new or additional information regarding each service provider and any individual or other persons associated with its project proposal.
inABLE reserves the right not to make any appointment from the proposals submitted. Service providers shallnot make available or disclose details pertaining to their Project proposal with anyone not specifically involved,unless authorized to do so by inABLE. Service providers shall not issue any press release or other publicannouncement pertaining to details of their project proposal without prior written approval.
InABLE Service providers are required to declare any conflict of interest they may have in the transaction for which the tender is submitted or any potential conflict of interest. inABLE reserves the right not to consider further any proposal where such a conflict of interest exists or where such potential conflict of interest may arise.
Confidentiality Statement
All data and information received from inABLE for the purpose of this assignment are to be treated confidential and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to inABLE.
