1. Position Purpose
The Finance and Administration Manager provides financial stewardship, grant control and efficient administration for the Inclusive Africa Program. The role ensures resources are planned, used, documented and reported in line with approved budgets, donor requirements, inABLE policies and statutory obligations, while enabling timely multi-country delivery through budgeting, reporting, procurement, logistics, partner support, audit readiness and risk management.
2. Key Responsibilities
2.1 Financial management oversight
- Lead budgeting, forecasting, cash-flow planning and costed workplan development.
- Monitor expenditure, commitments, burn rates and variances, recommending corrective actions.
- Review costs for budget availability, eligibility, approval compliance and value for money.
2.2 Grants management oversight
- Maintain grant controls for donor budgets, codes, restrictions, deadlines and approvals.
- Track income, disbursements, restricted funds, cost share and in-kind contributions.
- Review partner budgets, agreements, disbursements, liquidations, due diligence and financial-monitoring actions.
2.3 Financial reporting oversight
- Prepare accurate management, donor, programme and statutory financial reports on time.
- Reconcile reports with accounting records, bank statements, grant schedules and budgets.
- Prepare variance analyses, forecasts, explanations and complete audit trails.
2.4 Board financial reports and governance support
- Prepare board and Finance Committee updates on budget performance, cash flow, grant utilisation and risk.
- Develop dashboards, tables and notes that support clear governance oversight.
- Track finance-related board decisions, actions, deadlines and escalations.
2.5 Audit and compliance oversight
- Maintain audit-ready finance, grants, procurement, contract, payroll and administrative records.
- Coordinate audits, donor reviews and compliance checks, including schedules, evidence and responses.
- Track findings to closure and escalate fraud, conflicts of interest, ineligible expenditure or control weaknesses.
2.6 Internal controls and transaction oversight
- Review payments, invoices, advances, petty cash, bank and mobile-money transactions.
- Ensure approvals, supporting documents, reconciliations and segregation of duties are applied.
- Maintain payment schedules and recommend control improvements.
2.7 Administrative duties and operations support
- Oversee programme administration, office coordination, correspondence, filing, travel and logistics.
- Coordinate accessible logistics for trainings, meetings, policy dialogues, internships and conferences.
- Support procurement, contracting, supplier tracking, invoice verification and asset management.
- Maintain secure records and guide staff, partners and consultants on finance, grants, procurement, travel and compliance processes.
34. Education and Professional Qualifications
- Master’s degree in Finance, Accounting, Business Administration, Commerce, Economics, Public Administration or a related field; a strong bachelor’s degree with substantial relevant experience may be considered.
- Professional accounting qualification such as CPA, ACCA, CIMA or equivalent.
- Training in grant management, donor compliance, procurement, risk, fraud prevention, disability inclusion, safeguarding, gender equality or data protection is an advantage.
5. Required Experience
- 8–10 years of progressive experience in finance, grants, administration or operations, including responsibility for a significant programme, grant or cost centre.
- Demonstrated experience in donor-funded budgets, reporting, audits, procurement, contracting, compliance, partner due diligence and financial monitoring.
- Experience supporting multi-country or regional programmes, including different currencies, partners, service providers, travel, events and logistics.
- Experience in disability inclusion, youth programmes, civil society or international development is strongly desirable.

1. Position Purpose
The Youth, Gender and Community Engagement Coordinator will ensure that young persons with disabilities, particularly young women, are reached, selected, supported and engaged as rights-holders, leaders and co-creators across IAP. The role will coordinate OPD and community relationships, gender-responsive participation, safeguarding focal-point functions, reasonable accommodation planning, youth feedback and ethical collection of stories of change.
2. Key Responsibilities
A. Youth Outreach, Selection and Participation
- Develop and implement inclusive outreach and participation plans with OPDs and country partners across programme locations.
- Coordinate transparent, accessible and documented participant identification and selection processes consistent with approved criteria and targets.
- Maintain participant engagement calendars, contact protocols, attendance and participation records in coordination with delivery and MEL teams.
- Create multiple accessible channels through which youth can shape programme design, delivery, governance, learning and accountability.
B. Gender Equality and Social Inclusion
- Serve as the programme gender focal point and support integration of gender analysis, targets, risk mitigation and responsive actions across workstreams.
- Monitor barriers affecting young women with disabilities and other underserved participants, and recommend practical adaptations to recruitment, scheduling, communication, travel and learning environments.
- Work with women-led and women-with-disabilities organisations to strengthen safe participation, leadership and visibility pathways.
- Support colleagues and partners to apply intersectional, youth-friendly and disability-inclusive approaches.
C. Safeguarding and Participant Wellbeing
- Serve as a designated programme safeguarding focal point, subject to inABLE’s safeguarding framework, referral protocols and separation-of-duties requirements.
- Coordinate safeguarding orientation, codes of conduct, safe reporting information and refresher sessions for staff, consultants, partners and participants
- Receive and immediately escalate safeguarding concerns through authorised confidential channels without investigating beyond the role’s mandate.
- Maintain secure, access-controlled safeguarding records and support survivor-centred referrals, incident follow-up and risk mitigation as directed.
- Conduct participant-safety and accessibility risk assessments for training, internships, travel, digital engagement, storytelling and public events.
D. Accessibility and Reasonable Accommodation
- Coordinate participant-led accommodation assessments and plans covering accessible formats, captioning, sign-language interpretation, connectivity support, personal assistance, transport and venue access.
- Work with Finance, Convening, Skilling and service providers to ensure accommodations are budgeted, delivered on time and reviewed with participants.
- Monitor the accessibility and inclusiveness of virtual and in-person activities and document corrective actions.
- Promote dignity, choice, confidentiality and informed consent in all support arrangements.
E. Community and OPD Partnerships
- Maintain respectful working relationships with OPDs, youth-led groups, families or caregivers where appropriate, and community partners.
- Coordinate partner orientation, role clarity, feedback, issue resolution and follow-up related to outreach and participant support.
- Strengthen OPD capacity in inclusive facilitation, safeguarding, gender-responsive engagement, ethical storytelling and basic programme documentation.
- Ensure community feedback and concerns inform programme decisions and are closed through visible response loops.
F. Youth Voice, Stories and Learning
- Coordinate ethical identification and collection of stories of change, ensuring informed consent, accessible participation and protection from harm or exploitation.
- Support youth speakers, advocates and advisory members to prepare for conference, policy, media and governance engagements.
- Work with MEL and Communications colleagues to gather qualitative evidence without compromising confidentiality or participant ownership.
- Contribute to participation, gender, safeguarding and community-engagement reports and learning reviews.
3. Education and Professional Qualifications
- Master’s degree in Gender and Development, Community Development, Youth Development, Disability Studies, Social Work, Sociology, Psychology, Public Health, International Development or a related field.
- Recognised training in safeguarding, protection from sexual exploitation and abuse, gender equality, psychosocial first aid, case referral or disability inclusion is required or must be obtained upon appointment.
- Training in accessible facilitation, reasonable accommodation, participatory methods or qualitative research is desirable.
4. Required Experience

1. Position Purpose
The Monitoring, Evaluation & Learning Manager will lead the operationalization of IAP’s results, measurement and learning system. The role will translate the Theory of Change and results framework into practical indicators, tools, baselines, targets, data flows, dashboards, evaluations and learning processes that combine quantitative performance with qualitative evidence and lived experience. The postholder will promote data quality, ethical and accessible data collection, accountability and adaptive management across the programme.
2. Key Responsibilities
A. MEL System Design and Operationalization
- Refine and maintain the MEL plan, results framework, indicator reference sheets, learning agenda, data-flow maps and reporting calendar in collaboration with programme teams and the Foundation.
- Align programme indicators, disaggregation and evidence requirements with IAP outcomes, donor requirements and management decision needs.
- Develop accessible quantitative and qualitative tools for training, employment, policy influence, working groups, convenings, narrative change, AT innovation and institutional adoption.
- Establish clear responsibilities, standard operating procedures, version control and evidence standards for data collection, review, storage and reporting.
B. Baseline, Monitoring and Evaluation
Coordinate baseline, midline, annual and endline assessments, outcome reviews and other programme studies, including terms of reference, sampling, tools, quality assurance and management response. Ensure all studies obtain the required research permits and ethics approvals before data collection (including NACOSTI licensing, accredited ethics committee review, and county or national authorisations in other countries where applicable), and that approved protocols are followed throughout.
- Monitor progress against targets and milestones, identify variance and support workstream leads to define corrective action.
- Coordinate participant tracking from outreach and training through certification, internship, employment, advocacy and leadership pathways.
- Apply mixed methods to assess skills, agency, voice, gender barriers, employment pathways, institutional practice and policy contribution.
C. Data Management, Quality and Protection
- Configure and administer approved programme information systems, dashboards and secure evidence repositories, including ActivityInfo or equivalent platforms where authorised.
- Conduct routine data-quality assessments covering validity, reliability, completeness, timeliness, integrity and precision.
- Ensure data are disaggregated appropriately, including by sex, age, disability and geography, while applying data-minimisation and confidentiality principles.
- Implement informed-consent, access-control, retention, anonymisation and secure-transfer practices consistent with data-protection and safeguarding requirements.
- Serve as inABLE's designated Data Protection Officer / focal point for programme, MEL and research data, in line with the Kenya Data Protection Act, 2019 and its Regulations, and applicable data-protection laws in other countries of operation. This includes but not limited to maintaining inABLE's registration with the Office of the Data Protection Commissioner (ODPC) as a data controller/processor and keeping records of processing activities up to date.
D. Analysis, Reporting and Visualisation
- Analyse programme data and produce accurate dashboards, performance briefs, quarterly and annual result narratives, donor annexes and management presentations.
- Triangulate monitoring data, participant feedback, stories, research and partner evidence, distinguishing outputs, outcomes, contribution and attribution.
- Flag underperformance, anomalies and emerging risks promptly and provide practical recommendations for management action.
- Ensure all data products and visualisations are accessible, clearly labelled and suitable for decision-making.
E. Learning, Adaptation and Evidence Use
- Facilitate regular reflection, pause-and-learn and outcome-harvesting sessions with staff, partners and youth representatives.
- Establish and maintain an accessible feedback and complaints mechanism that participants (especially youth with disabilities), partners and community members can use, through multiple channels suited to different disabilities and literacy levels (for example SMS, WhatsApp, voice, Kenya Sign Language, easy-read and in-person options).
- Maintain a decision and adaptation log showing what changed, why, based on which evidence, and with what follow-up.
- Coordinate the programme learning agenda, including questions on youth advocacy, digital service use, institutional adoption and AT peer learning.
- Work with Policy and Communications colleagues to package validated evidence for policy products, knowledge resources and external learning.
F. Partner Capacity and Team Leadership
- Assess and strengthen partner capacity in indicator interpretation, accessible data collection, data quality, safeguarding, consent and evidence documentation.
- Provide coaching, templates, helpdesk support and feedback to programme staff, OPDs, training partners, consultants and evaluators.
- Coordinate external evaluators or enumerators and verify deliverables before acceptance.
- Contribute to programme planning, budgeting, risk management and governance meetings, and promote a culture of learning rather than compliance-only reporting.
3. 4. Education and Professional Qualifications
- Master’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, Public Policy, Data Science or a related field.
- Professional training in results-based management, evaluation, research methods, data Visualisation, project management or learning is desirable.
- Training in research ethics, safeguarding, data protection, disability-inclusive data collection or Washington Group questions is an advantage.

- 8–10 years of progressively responsible MEL, research, evaluation or programme-quality experience in complex development programmes

Program Background.
inABLE is scaling Africa’s inclusive digital economy by preparing youth with disabilities for quality jobs and catalysing systems change. Through the Inclusive Africa Program (IAP), we build talent and demand, training IAAP-CPACC Digital Accessibility Champions, mobilising advocates and youth leaders, accelerating AT entrepreneurs, and advancing standards via the Inclusive Africa Conference. The Unlocking Opportunities program converts readiness into jobs through employer Sensitisation, placements/internships, job-matching forums, KS 2952 ToT rollouts, and inclusive finance/AT access, with a focus on young women’s retention. We also run Assistive Technology Labs and Inclusive Digital Hubs, mainstream standards across e-services, strengthen teacher/institutional capacity, and drive research and evidence generation to inform government and industry practice.
ROLE OVERVIEW
inABLE seeks a strategic, growth-oriented and visionary Communications & Public Relations Manager to shape and lead the organisation’s communications, brand visibility, development communication and public engagement agenda across Africa and beyond. The role requires a leader who can translate inABLE’s mission, evidence and program impact into compelling narratives that influence stakeholders, attract partnerships, strengthen public trust and position inABLE as a recognised thought leader in digital accessibility and disability inclusion.
This is a senior managerial role for a communications strategist who can build inABLE’s visibility, reputation and influence while supporting organisational growth. The successful candidate will provide strategic communications counsel to leadership, cultivate media and partner relationships, lead high-impact campaigns, strengthen digital engagement, and ensure that inABLE’s stories of change clearly demonstrate results for learners, youth, communities, partners and systems across the continent.
